According to the requirements of Interim Measures for the Management of Gradient Cultivation of High-quality Small and Medium-sized Enterprises (Ministry of Industry and Information Technology Enterprise No. 63 2022) and Implementation Rules for the Management of Gradient Cultivation of High-quality Small and Medium-sized Enterprises of Shanghai Municipality (Shanghai Economic and Information Technology Standard No. 8 2022) issued by the Ministry of Industry and Information Technology, Shanghai Guofan Chemical New-material Co., LTD. (hereinafter referred to as "Guofan Company") has carried out the evaluation of innovative small and medium-sized enterprises in 2023 and the identification of specialized ,refinement,differential and innovation new small and medium-sized enterprises.
(1) Evaluation of innovative SMEs
Guofan Company shall submit the innovative small and medium-sized enterprise self-assessment form and relevant supporting materials to the competent department of small and medium-sized enterprises in Jinshan District according to the requirements of Shanghai innovative small and medium-sized enterprise self-assessment form. The competent department of small and medium-sized enterprises in Jinshan District shall, according to the evaluation criteria, review the self-evaluation information and relevant supporting materials of the enterprise and recommend them to the Municipal Economic and Information Commission after passing the examination.
Guofan Company has been recognized as an Innovative small and medium-sized enterprise in Shanghai, with a period of validity from March 2023 to February 2026.
(2) Identification of specialized, and new small and medium-sized enterprises
According to the Interim Measures for the Management of Gradient Cultivation of High-quality Small and Medium-sized Enterprises issued by the Ministry of Industry and Information Technology, Guofan Company was recognized as an innovative small and medium-sized enterprise, and began to apply for specialized, refinement,differential and innovation small and medium-sized enterprises.
Guofan company has met the four conditions for the identification of specialized , refinement,differential and innovation SMEs, and has achieved high scoring results in the evaluation results of 13 indexes in four categories, such as specialization, refinement, differential and innovation ability.
After expert review and comprehensive evaluation, it was recognized as a specialized.refinement, differential and innovation small and medium-sized enterprise in Shanghai on October 16, 2023. After publicity, it was recognized as a specialized.refinement, differential and innovation small and medium-sized enterprise in Shanghai. The designation is valid from October 2023 to September 2026.
Shanghai Guofan Chemical New- material Co., Ltd. was identified as a specialized.refinement, differential and innovation small and medium-sized enterprise in Shanghai, which is a major event in the development history of our company, representing all enterprises in the company group. In recent years, we have made great efforts to make progress around the company's main business - functional additives, functional additives/masterbatch, functional yarn/fiber. In the development of new products, product market development and intellectual property application and other aspects, have made great progress.
Based on the above fruitful work, Guofan will also apply for the application of national high-tech enterprise in 2023. In 2024, Shanghai Jiecon Chemicals Hi-tech Co., Ltd. will also apply for the identification of innovative small and medium-sized enterprises, specialized ,refinement, differential and innovation small and medium-sized enterprises and high-tech enterprises.
